Storyline:
February 2010 , Paintsburgh City.
Paintsburg City has become a haven for the outcast, the wanted, and the hunted. Men from around the world come here to escape their captors. Men like Achemed, wanted for leading rebel forces against governments in five different countries, and Ironman, wanted for his role in international money laundering and weapons trafficking. A local militia has taken control of the city and has no love for any government other than their own will. These men call themselves the Xkat’s.

March 1st 2010, Paintsburgh City.
As Paintsburg City becomes more and more isolated, resources become scarce. Basic items such as water and bread are hard to come by and any sort of comfort is a rarity. Men commonly trade guns, ammunition, and even other people for water and bread.


March 17th 2010, United Nations Summit.
The United Nations has officially recognized the danger of the rouge state set up in Paintsburg City. However, in an effort to stabilize the area, the U.N. will recognize the rouge state as an official part of the U.N. if it will give up its wanted population. There is no immediate response from the Xkat’s.

March 20th 2010, Secrete Russian/Chinese/Iranian meeting.
In an attempt to secure the secretes of a stolen cold fusion power plant design(the “Unlimited” program) from her, China forms an alliance with Russia and Iran to send a task force to find the man known as Ironman. Ironman is said to have masterminded the stealing of the power plant design. Ironman may plan to sell the design on the black market for Trillions of dollars to the highest bidder. Despite how much China wants its plans back, it cannot draw attention to itself and a technology that is not supposed to exist and orders is task force to look for a “diplomatic” solution to the problem before resorting to brute force.

March 24th 2010 United States, secrete CIA Intelligence briefing.
The CIA has obtained information from a Chinese source pointing to a possible leak of Chinese top secrete designs for the “Unlimited” program. That same day, the United States announces it will lead a “stabilization” force with members of the U.N. into Paintsburg City to help the fledgling state. Since the U.N. has recognized the legitimacy of the Xkat’s city state, the U.N. force must not use “unnecessary” force and must look for “diplomatic” solutions to the city states problems.

April 10th 2010 Paintsburgh City.
Both U.N. and Chinese Coalition forces have entered the area around Paintsburg city. Now it is up to the leaders of each force to decide the outcome. Will the “criminals” be handed over without a fight or will they be abducted by force.
